Amends the Northern Territory Self Government Act 1978 to disallow the making of laws which permit the form of intentional killing of another called euthanasia (which includes mercy killing) or the assisting of a person to terminate his or her life.

An Act to confirm the right of a terminally ill person to request assistance from a medically qualified person to voluntarily terminate his or her life. NOTE: even though this Act is still in force, its effect is overridden by the Euthanasia Laws Act 1997 (Cth) which removed all force and effect of the Rights of the Terminally Ill Act 1995 (NT) from the date of its commencement in 1997.
